Chip-resistant Tape Presence Check

This prevents the on flow of specification omission defects for models with chip resistant specifications. In particular, chip-resistant tape is applied on models for North America to prevent chipping by repelling the anti-slip particles spread on vehicles. This prevents tape not being applied due to worker error.
